H.E. Saeed Mohammed Ahmad Al Tayer has an overall experience of more than 35 years in the field of telecommunications, energy, water, infrastructure, oil, gas and industry. Under his leadership since 1992, DEWA group has achieved unprecedented success and is recognized today to be one of the most distinguished utilities world-wide. His Excellency founded several successful companies, notably Emirates Central Cooling Systems Corporation (EMPOWER), Etihad Energy Services Company (Etihad ESCO), Mai Dubai, Digital DEWA among others and some of these are already market leaders. In 2022, HE Al Tayer steered DEWA group in its historic IPO, which attracted overwhelming global demand and was oversubscribed 37 times. His Excellency Saeed Mohammed Al Tayer is a Member of the Dubai Council, Member of the Dubai Executive Council and Strategic Affairs Council, Dubai Supreme Fiscal Committee, Chairman of Infrastructure and Environment Committee of the Dubai Executive Council from 2009 up to 2018, Chairman of Emirates National Oil Company (ENOC), Chairman of Dubal Holding, Chairman of Dragon Oil Company, Chairman of Oilfields Supply Center Limited, Vice Chairman of Emirates Global Aluminium (EGA), Vice Chairman of Dubai Supreme Council of Energy, among other representations.
Mr. Mohammad Abunayyan, a Saudi national, is the Founder and Chairman of the Board of Directors of ACWA Power, a publicly listed company on the Saudi Stock Exchange (Tadawul), driving the energy transition through transformative solutions in clean energy, water desalination, and green hydrogen. An accomplished business leader with over four decades of experience across varied sectors, Mr. Abunayyan is widely recognized as a key authority in the water and energy sectors globally. Under his strategic leadership, ACWA Power has emerged as an agile, high-growth power and water champion, enabling Saudi Vision 2030 goals and delivering power and water, reliably and responsibly, at low cost to communities across the world. Founded in 2004, ACWA Power has expanded rapidly and is currently operating in 14 countries across the Middle East, Africa, Central Asia, and Southeast Asia. Mr. Abunayyan has embedded cost leadership, technological expertise, and operational excellence within the company’s operating model, and established strong public-private sector partnerships with a clear purpose: to deliver the highest level of sustainable value to all stakeholders, while also focusing on driving community impact. He is a strong advocate and enabler of local talent and content in all the markets that ACWA Power operates in. Mr. Abunayyan also serves as Chairman of Vision International Investment Company (Vision Invest) and sits on the executive board of numerous reputed organizations in KSA and the region.
Eng. Waleed Bin Salman has more than twenty-eight years of experience in strategy, corporate performance management, sustainability, investments and venture capital, as well as in managing mega-projects in the clean and renewable energy sectors. As the Executive Vice President for Business Development & Excellence at the Dubai Electricity & Water Authority (DEWA), under the guidance of H.E. Saeed M. Al Tayer, the Managing Director & CEO of DEWA, Mr. Bin Salman ensures that DEWA’s efforts promote and further the vision of Dubai’s leadership for sustainable development, making Dubai the smartest city in the world, and enhancing the UAE's pioneering position in all sectors. Mr. Bin Salman has been responsible for managing and leading many of DEWA’s strategic projects and initiatives such as the Mohammed Bin Rashid Solar Park, the Independent Water & Power Producer (IWPP) Program, the R&D and Innovation Centers, as well as the development of a diversified and profitable portfolio of direct and financial investments. All of these initiatives have significantly contributed to DEWA’s income diversification and its position as a world leader in the public utility sector. Mr. Bin Salman also serves on the Boards of Directors of a number of major corporates, including: DEWA’s IWPP project companies, the Dubai Green Fund, Etihad ESCO, Mai Dubai, Forward Investments, and the Digital DEWA group of companies. Mr. Bin Salman was also a member of the Dubai Supreme Council of Energy. Mr. Bin Salman holds a BSc degree in Electronics Engineering from the Colorado Technical University (USA) and a Master’s degree in Management & Business Administration from the American University in Dubai (UAE).
Nasser Mohd Hussain Bin Lootah as EVP – Generation (Power & Water) is in charge of Projects & Engineering, Operation, Maintenance & Commissioning activities of DEWA Jebel Ali Power Station (JAPS) complex consisting of Plant - 1 (D, E & G Stations), Plant 2 (K, L & M Stations), Plant 3 (H Stations and Palaces). He obtained both his Bachelor (1988) & Master (1991) degree in Electrical & Electronics Engineering with high Scholarship from Oregon State University, USA. Followed it with Post Masters Study/ Research in System Control for 3 years, at the Arizona State University, USA. He began his career in 1988 with UAE University as Teaching Assistant for 7 years before joining Dubai Electricity & Water Authority PJSC in 1996. In 1998, he was assigned as the Deputy Station Manager of JAPS. Since July 2004, he was elevated to the position of EVP - Generation (Power & Water) and achieved world-class results in Production Efficiency improvement, Reliability, Availability and Safety. He is a Board member of Emirates Central Cooling Systems Corporation PJSC, SHUAA Energy 1, SHUAA Energy 2, SHUAA Energy 3, Hassyan Energy Phase 1, Hassyan Water Company A and Noor Energy 1. He is also a member of the Board of Trustees in UAE Water Aid Foundation, SUQIA and a Director of Oilfields Supply Center Ltd.
Engineer Hussain Lootah, a UAE National, earned his Bachelor's degree in Electrical & Electronic Engineering from California State University, USA, in 1993. Upon graduation, he joined DEWA in September 1993 as an Engineer in the Field Service Sector of the Maintenance Department. With years of practical expertise, hard work, and a strong combination of technical and leadership capabilities, he steadily scaled his way up to manage the Electricity Transmission & Distribution Maintenance, Operations, and Projects. He is currently serving as the Executive Vice President of the Transmission - Power Division at Dubai Electricity and Water Authority (DEWA). Apart from leading the Division and contributing towards the organization's pursuit of excellence, Mr. Lootah is a vital member of various decision-making, operational, technical, and performance management committees within DEWA. He is also a member of the Board of Directors of several organizations and a graduate of the Mohammed Bin Rashid Center for Leadership Development.
Mr. Zhiguo Zhang is the Head of Investment Department I at Silk Road Fund. Investment Department I’s mandate is to focus on Energy, Resources and Infrastructure investments, with a preference for opportunities in Emerging Markets. Silk Road Fund is a Chinese state-owned investment fund established in December 2014 to foster connectivity and economic cooperation across countries along the Belt and Road Initiative (BRI). With a focus on long-term, sustainable investments, the fund supports projects in infrastructure, energy, resource development, industrial capacity cooperation, and financial connectivity. Mr. Zhiguo Zhang joined Silk Road Fund in 2016 to head energy investments under Investment Department I, and became the head of the department in January 2024. He has 20 Years Professional Experience Including 9+ Years with Silk Road Fund;
Mr. Omar is a dynamic business leader with extensive experience in project development and corporate transformation across sectors, including consulting services and Independent Power Producers (IPPs). His leadership and deep industry knowledge have earned him positions on boards of prominent companies in Saudi Arabia, Oman, and Uzbekistan, providing broad exposure to corporate governance, performance management, risk assessment, and audit oversight in major infrastructure and power projects. Mr. Omar has held senior roles in IPP projects across several countries. His expertise spans renewable energy technologies and IPP business models, including contractual frameworks, construction management, operations and maintenance, and stakeholder relations. He excels at aligning teams, fostering collaboration, and demonstrating leadership acumen. As Executive Managing Director of Noor Energy 1, Mr. Omar leads the world’s largest concentrated solar power project, driving its strategic vision, execution, and innovation. Under his leadership, the project stands as a global benchmark for sustainable energy. Prior to this, he served as CEO of Shuaa Energy 3, where he played a pivotal role in advancing large-scale renewable energy developments in the region. Mr. Omar holds a Bachelor’s in Mechanical Engineering from Taibah University and a Master’s in International Business and Renewable Energy from Heidelberg University. He has completed executive leadership programs at PwC and IMD Academy, making a lasting impact on renewable energy and business.
